Unlock plane slots 1.16

Modified the Plane Designer
- Added at least 14 additional slots in total across the upper and lower panels; *existing slots and their available options will not be affected*
- Increased the maximum limit of modules by ten times

I'm too lazy, so all newly added slots are universal slots. All available options are included, and the manufacturing cost will serve as the limiting factor instead.

#### Slots exist but are locked and unavailable for selection
This is caused by a mod conflict. Check which other mods have modified `plane_airframes.txt`, and manually resolve the conflict by referring to the development guidelines in `README.md`.

#### Does the AI use the ship slots or do they just use preexisting designs?

AI only uses preset templates, and this fact can be verified via the `tag` command in the console.
