To fix it, go to the graphics settings and make sure motion blur is turned on. I originally turned motion blur off because I don't like it, but then it caused this. As soon as I turned it back on it hasn't come back. I know motion blur is really annoying, but it's either that or this weird screen bug unless they fix it in a future update.
