updated version of my rp_downtown_v4c_v2_drpext map.

This one is alot more optimized, and has a great boost to the fps in downtown area.

Went from an average of ~85 to around ~130.

I removed alot of the break able windows in the downtown area. THis is to help boost the fps.
I found that 90% of the time, people would just block them off with props anyways.
Removed the industrial tunnel and move the entire area so it connects to the tunnel leading to the slum.
Optimize alot of visleafs to help improve fps.
Restructre the shoping district into a more compact shopping plaza,
then moved the plaza right below the main downtown area.
Added 2 sets of stairs in downtown that go to the new plaza.
Old industrial tunnel is now a ramp leading to the underground freeway.
Freeways connects the underground plaza and several of the main above ground tunnels for fast traveling around the map.
Moved the old Rich District to where the old shoping plaza was.
Moved the Suburbs alot closer to the rest of the map, the tunnels are half the legnth they were before.
Moved the 2 houdini hills so they are closer to the rest of the map.

TLDR,
Better FPS
Every thing is much closer to downtown
new underground area and freeway.
