The list size scales based on store level and maxes out at 12 items. Up to ~2/3 is from a random selection of items you have stocked on your shelves and the rest randomly selected from what you can unlock, regardless if you have or not. These selections are what are re-rolled at the start of each week.
Customers that spawn with a shopping list will have their list made of 1-4 items randomly selected from the main target list. The text above their heads asking for items if you don't have them and bad reviews if you have something unlocked, but don't carry something they want are due to this.
You can use the instructions to find the item IDs for your current list and use the sheet to do some "market research" and know what the "hot items" of the week are as it will tell you the name for each item ID.
