Tho I have couple minor comments:
• I think it would be fitting if the buildings provided some extra Housing and Amenities in addition to the yield bonuses. Amenities especially would be fitting and a nice touch.
• It seems that Harbors get +1 Adjacency bonus from only one Pleasure Boat. Is this intended? I had two Pleasure Boats adjacent to single Harbor but the Harbor still seemed to get +1 Gold adjacency bonus from only one Pleasure Boat. I think it would be fitting if Harbors got an adjacency bonus from each adjacent Pleasure Boat. Also, if you have time and will, the Waterfront district could also get an adjacency bonus from Pleasure Boat. Also, Pleasure Boats could gain some Food / Gold / Culture adjacencies — which ever you feel fitting — from districts like Harbor, Waterfront, or Water Park.
