I'm still kinda new to modding, so I wasn't sure how the load order worked. I got it now though! :D

i'm confused about the load order manipulation you mentioned in the description - that shouldn't be necessary if you added citybound to the "includes" section of this mod's metadata, as that would force this mod to load after it
