Tier Justification
S Tier – Universally strong. Buy it if you find it in the shop!

A Tier – Strong pick overall.

B Tier – Solid weapon, but has drawbacks.

C Tier – An okay weapon, but wouldn't recommend buying.

F Tier – The worst of the bunch. Try to swap if possible.
S-tier
Power of Heart - this is unironically the highest tier staff in the game and it's majestic. The only caveat that will require some adjustments to get used to it - you should primarily use its alternate fire mode, as it is ultra accurate and curses opponents. It makes it an excellent boss killer weapon. Furthermore, the primary fire should be used in tight rooms with lots of enemies, as it is more mana-efficient way to clear in those situations. The pellets will bounce off walls and it results in fast and efficient room clearing. Make sure to use alternate fire vs flying targets.

Divine Wrath - Slightly weaker pick, but still leagues ahead of other staves. The biggest selling point of this staff is the 5% universal damage buff, which affects itself and all other weapons. The primary fire is very easy to aim and has a chance to stun foes, which makes it great vs "brute" enemies that run after you (rock elemental or melee weapon-wielding hulks).
A-tier
Eagle Claw - a pretty standard staff with accurate projectiles. It increases the fire rate of all other weapons, which is great, but a worse DPS upgrade than pure dmg, as it results in more mana waste. The second passive further improves your damage and it can really affect the clear speed of certain bosses.

Atlantean Spear - Another solid pick that can also freeze enemies. Easy to aim and mana-efficient, while giving a 10% ice damage buff. Great for slowing down certain brutes as you kite them.

Cindertorch - If you've ever used a dwarven blunderbuss, you will immediately feel like this is a very similar weapon, though a bit worse. I would save this for room-clearing only, as it doesn't perform well on medium-long range, but it is probably the best staff in short range in the entire game.
B-tier
Eye of Twilight - an all-round average staff with not great passives, but the weapon itself is very easy to use, as projectiles behave and fly straight. Not excellent, but highest of the B-tier. Wouldn't recommend switching to something else, unless you can get S or A-tier for free.

Dragonfury - an okay staff for clearing rooms, though it is horrible at longer ranges, because projectiles fly downwards. Still, it outperforms most staves in lower tiers when it comes to clearing rooms.

Staff of the Watcher [DLC exclusive] - a great weapon overall and would feel like an A-tier staff in hands of skilled players, but an average player might experience difficulties aligning both shots to land on the same target. This isn't an issue when fighting bosses with a huge hitbox. Missing half the shots effectively halves the DPS, so bear that in mind. If you can comfortably clear Master & higher difficulty campaigns, then you could consider this an A-tier pick.

Solar Guardian - a staff that is only good for clearing large crowds, but it does so well. Using it against flying targets feels wasteful, as it is much harder to align several flying enemies to land mana-efficient shots. The worst of the B-tier, but not quite as bad as C-tier staves.
C-tier
Undead Scepter - if only this weapon had a smaller arc, maybe 3 projectiles with more damage, then it would sit on A-tier, but alas. Because it has such a wide arc, most of the projectiles will end up being wasted. This staff has another thing going for it, which is +10% cursed damage buff, which works in favor of some of the best weapons in the game, but it itself is mediocre at best.

Twin Fangs - this staff has the same issue as the "Eye of the Watcher" in B-tier, except projectiles of this one are much smaller and harder to land on the same target, especially at long ranges. If you get good at using this staff, it would still only belong in B-tier for you, as poison element isn't the best either (except perhaps Plaguebearer Alchemy rifle).

Archon Staff - this weapon is only good for clearing groups of enemies and has much worse DPS than almost every wand otherwise. Though it clears rooms quick if the enemies you're fighting are pursuing you (carrots, brutes, flying skulls etc.), but it is horrible vs bosses. Still, way better than the F-tier staves, as it grants +10% lightning damage.

Arachnid Rime - the first time you will try using this weapon, you will immediately feel why it is...not so great. Essentially it shoots in a wide arc with 4 projectiles that land at different times. It's a non-issue vs enemies with big hitboxes, but its passives are also useless, so this can be considered the worst staff of C-tier.
F-tier
Porcupine Staff - I think DPS stat on this weapon's page is bugged, as it is much weaker than listed. Either that or it factors in the needles that bounce off walls in damage calculation. This weapon feels very odd to use and I am sure you'll understand if you try clearing a room with it. The passives are useless and mana efficiency is also not great either. I'm not kidding when I say that I often opt for clearing rooms with wands, rather than using this staff.

Staff of Redemption - conversely, the game is very accurate about this staff's DPS stat. It is worse than almost all wands in the game and it's saying something. It is a liability that wastes your staff mana. Passives are useless, it doesn't have piercing properties, it has low damage and the alternate fire is even worse than primary. If you get a perk that can sacrifice a weapon (for weapon swap, XP or Shield), then get rid of this thing, as it is worse than a wand. Even if devs doubled the damage stat of this staff, it would only be as good as a C-tier weapon.

Lunar Ice Staff - this is the worst staff in the game and I think every player who tried using it will agree. It has a short range, bad passives, missiles that fly downwards (like catapult shot) and spread wide so you cannot hit the same enemy with all shots. The alternate fire is okay-ish, but isn't mana efficient. Just try using it once and you'll immediately see why it is a bad weapon.
