First, simply open your steam library, find Control, right click it and click on "properties..."



Next, under the "general" section, find the launch options area at the bottom.

Now finally, simply put in "-dx11" (Without the apostrophes and include the dash) in the text box



And that's it! this simple solution fixed the stuttering issues I had and now allows me to play the game at a high graphics settings with a stable framerate. I made this guide simply because I didn't see a guide on this fix, but instead on a comment on a different guide.
