The picture tells it all.




1. Pick a source number, to miminise the number of operations in step 3.
2. Convert the number to that base.
>>42070 base 4 is 21311032.
3. Convert that to balanced base. https://everything2.com/title/balanced+base
>>2,1,-1,1,1,1,-1,2
4. Create a sequence of Beltmatic operations to match (see picture).
5. For speed, cut and paste ~9 copies per source, 6-8 source copies as needed.

After figuring that out I managed to make it work by myself but please give a better explanation or at least fix your mistakes.
