This is one of the most effective district layouts you can have in the game:

Each worker, such as a fire marshal or a physician, runs 25 spaces until they return to their starting point. Because the district is structured like a loop, the workers run to their destination and then take the fastest route back. However, since the fastest way back is to complete the circle rather than running back the same way, each building is visited by the worker.
Even if the worker walks all the way to the road block and then runs back in any direction, he still has to run far enough to complete the circle in order to reach his starting point.

It is best to have several residential districts and to build a warehouse district centrally located between the districts, which supplies all residential districts.
The bazaar is located directly at the intersection of each district so that it can retrieve all goods from the warehouse district as quickly as possible.

At the highest level of housing, there are approximately 2,500 residents per district.
