I just jumped off the platform on the left side of the pool. You bounce back out of the water high enough to enter the pipe.

I'm pretty sure that some of the power ups are either randomized or incremental based on what you have already found.

I guess its deterministic on what you get. Also, I got this by jumping down from the brim of the hat to the top of the glass and then squeezing through the gap.
