Open the file in Notepad++
select all text witch ctrl+A
rightclick and select UPPERCASE
Save the file as customdictionary.txt in YourUserName/AppData/LocalLow/Game Maker's Toolkit/Word Play

create a new .txt file and copy paste the following

Thanks Jurr for the link to the word list.
Apart from converting all words to uppercase, I also used Notepad++ to remove all apostrophes and hypens. And I replaced all accented characters following the steps in this post: https://www.marcosregis.com/using-notepad-plus-plus-to-remove-accents/
