Skill Feats for Everyone

Update: Added a mod setting that enables skill feat selection per tabletop rules. That is, a skill feat every 2 levels for all characters, and a skill feat every level for rogues, and every level but the first for strategists.

Adds a skill feat selection option for all classes at levels 4 and 8. Adds additional skill feat selection options for rogue and strategist at levels 2 and 6.

Should allow the selection of any skill feats added by mods (as long as the feats have the Skill or SkillFeat trait). Skill feat selection is optional so if you don't have a choice you want, you don't have to pick anything.

Given that Dawnsbury has fewer skill feats available (and no out of combat skill feats) I opted to give half the normal amount of skill feats.
