[WOTC] Killzone Concealment Tweak

Updates killzone so that it no longer suffers overwatch penalty if used in concealment.

(Toggleable by setting KillZoneNotReactionWhileConcealed)

Optionally, can revert to old killzone where it can break you out of concealment when an enemy moves within the killzone target area even if the user is still concealed. (through setting OldKillZone)
