Improved AI Garbage Truck Textures and Spawns

This mod re-textures the Mack R-Series garbage trucks, replacing the generic vanilla waste management logos with lore friendly in game and fictional companies.
The mod also improves the spawning of both the Mack and Autocar garbage trucks in traffic. In addition to spawning in cities like in the vanilla game, these trucks now also have a rare chance of spawning anywhere on the map that heavy truck classed vehicles are allowed to spawn.
