You have to select the correct starting options and then after playing for a while the achievement should pop, some time after the fake news takes more than 50% of the world.
N/A means you can pick any of the options.

The easiest way to get the achievements for this scenario is to start the scenario, wait for the Design Phase pop-up, choose your upgrades for the board game you want to copy, then start the Production process. Once you go back to the world view you'll get the achievement and then you can restart in the pause menu. (Work in progress, more coming soon!)
