Meth & Cowboys (Meth Mod + Cowboys In Dreg patch)

This patch adds the Standalone Meth Mod's items to the Cowboys In Dreg faction trade cultures, making meth and crafted prescriptions more profitable for sale in Dreg.

As they are cowboys, naturally they don't quite give a ♥♥♥♥ about drug laws, meaning you can sell straight meth to any shop there, though it will be less profitable than smuggling it elsewhere.

By default, the real profit is in prescriptions there- unless the player is to destroy the Union, in which meth prices will immediately jump up to 400% as they attempt to cope with their loss (which is close to the 500% of Flats Lagoon and Mourn, lacking the illegality as well for easy sale)
