报告翻译问题
The Groove Points makes sense as I've only hit over 1500 points once which was when I faced Ultimate Rugal.
Thanks for clearing that up and lets hope that puts the mystery to rest.
In one of my runs, I got less than 700-800 Groove Points and always fought Dictator, but when I got at least 730-800, I fought Geese. I then made a save state for the Final Match, and when getting around 1059-1350 Groove Points, I consistently fought Shin Akuma, but only when I reached 1500 did I run into Ultimate Rugal.
So overall, it seems that the SNK Bosses require more Groove Points to face than the Capcom ones do.
Looking around, I've found this https://gamefaqs.gamespot.com/gamecube/557563-capcom-vs-snk-2-eo/answers/293226-how-to-fight-ultimate-rugal which says Taunt 4 times in the first 4 rounds...which sounds crazy but it worked for me (to be safe, I've taunted 4 times in every round).
It could be case of being random since other sources were suggesting this but I find it hard to believe.
For the record, when I finally faced Ultimate Rugal, I was using the P Groove using Haohmaru, Kim and Iori and I fulfilled the other conditions besides the Groove Points.
