Vanilla behavoir is that the scope will rotated as if scanning for targets, but that doesn't have an effect on actually spotting targets.
As for the periscope height, this mod doesn't affect it IIRC.
Not that I have any time to myself today, but sorry again for my misunderstanding.
This is intended behavior, as typically when submerged, players want the bonuses from a second crew member, but don't want the observation periscope to pop up. If the player wants to use both scopes at the same time, typically for gathering multiple targets data, they need an officer on both periscopes. Until a non-officer uses the observation periscope, the hide and show periscope buttons work. You will have to order the observation periscope to raise, as doing it automatically was causing a bug where you couldn't hide any periscope.
AFAIK, this mod uninstalls cleanly, so your save should be good to go. Sorry you didn't enjoy the mod.
