aw sweet new map update. i'm really glad that all under heaven isn't required

(i'm sorry for the thumbnail graphic design is not my passion)
basically makes the whole map migratable

modified the_great_steppe.txt and situation_sub_regions_l_english.yml

very stupid u can only migrate in steppe , as u should be able to make camps outside enemy nations etc
