You don't need to always get 5+ attributes per each level. But the problem is that your player character gets terrible attribute bonuses per level, if you don't use a mod that fixes leveling. In other words, you level up too fast.
You should read the linked USEP page on the leveling problem. Making a custom class by itself doesn't fix the leveling problem. In fact, it can make it worse. If you make a custom class, you need to select skills you almost never use as your major skills. Even then it's no fun because you need to plan everything. But you can play the game normally if you install a mod. Bethesda messed up the design of the level scaling in this game. Otherwise, Oblivion is the best game in the series, in my opinion.
