Any thing you are struggling with? I can give advice but honestly, this guide is old and the recent patches might have changed many things.
I do want to revise it but I have a new job and I am too busy nowadays to deep dive into this game again.
So I apologize first if this is not a useful guide on the recent version.
I like how the game has illegal workers as a way to cut cost but it's illegal (if caught with police raid) so your way of approaching this is like "legal but morally and socially questionable". Smart play.
So, if you hate this kind of min-maxing and think it's borderline cheating. And trust me, I hate a lot of min-max thingies too so I feel you, then don't do it. It's still fun, and even more challenging which you might enjoy, to play the game without a full team of writers.
Also, I posted about this on r/AskHistorians: https://www.reddit.com/r/AskHistorians/comments/1k2iw1d/the_computer_game_hollywood_animal_portrays_asian/?rdt=37069
