loose props laid on top of a prop youre grabbing, either with the physgun or your hands, will stick and stay stuck for as long as you hold on. just look at the gif, you get whats going on

disable with the covar physstick_enabled
the convar is per player, other players can turn it off while youre still getting everything real sticky making a big mess all over the place
