Step 1
pick easy difficulty, using console commands is also highly recommended
Step 2
pick special forces(or other infantry), pick Buckram's advice, bomb before landing into Salerno then resolve your first manual battle
Step 3
take down the armor company and capture Nocera and Paestum, pick supply/naples (all dialog choices don't matter), meanwhile recruit a special forces on South-Dakoda

(optional): recruit more companies at Salerno to defend choke points and build detachments around your base
Step 4
once the global map is unlocked, move South-Dakoda to Bari by using it's 'transfer seaports' ability (use it on the white ball floating near Bari)
Step 5
deploy the on board unit to Bari and finish the second manual battle (you do not need the "link up with Bari" side quest)
Step 6
After you captured Bari, some turns later you would see bombers from Foggia doing bombing run, a dialog would follow saying something about "...Foggia...", this mean the barievent is up and you are now good to go.
From now on just hold the port, spam end turn while follow the instructions but do not build any anti-air.

It's a key that you have to garrisoned a unit into barri, only than bombers will come

I followed bit leisure approach, basically capturing everything on my way to Bari.

I can confirm that Cover-Up is working properly since Anniversary/Opal update. Can't say for sure which one since I started my replay few days before Opal update.

It is fine if you have Spinazzola under control, since you need the Axis to have at least 1 other airport in range of Bari, like Toretto or Foggia.

Just make sure you don't have any AA and most likely have some unit garrisoned in there.

Also Sweet Victory was working without a problem for me as I did it right after Bari, but I believe you can do it before Bari as well.

The fastest and only strategy which worked for me on first try... i can finally rest with 100 % achievements now... tyvm .)

This worked for me the second try, thank you, and thanks peddec for the clarification! Unlike my first try, I didn't capture anything but the mentioned cities. I also attacked all the armies around Bari, then moved away... don't know if that helped, but the goal was to invite air attacks on Bari.

You'll know it's working when they say something along the lines of "Surely they would never attack Bari", and then a turn or two later they do bomb Bari and Buckram is like "I told you so". Hope this helps someone someday.

Question is, WHY is it described as "Uncover a conspiracy"? It would have made more sense to tie it to the stolen airplane shot down behind enemy lines "oh yes, ahem, he was on a covert mission" event.

For me at first it didn't trigger for me neither. Then i took a closer look and changed three things:
- Hold exactly the same cities as shown in the pictures
- chose Naples as next target as it is in the pctures
- pulled unit out of Bari as shown in one of the pictures
Then finally i got it.
I can't say which difference is the needed one or if it's even more or all of them but that worked.
