I can confirm that Cover-Up is working properly since Anniversary/Opal update. Can't say for sure which one since I started my replay few days before Opal update.
It is fine if you have Spinazzola under control, since you need the Axis to have at least 1 other airport in range of Bari, like Toretto or Foggia.
Just make sure you don't have any AA and most likely have some unit garrisoned in there.
Also Sweet Victory was working without a problem for me as I did it right after Bari, but I believe you can do it before Bari as well.
You'll know it's working when they say something along the lines of "Surely they would never attack Bari", and then a turn or two later they do bomb Bari and Buckram is like "I told you so". Hope this helps someone someday.
Question is, WHY is it described as "Uncover a conspiracy"? It would have made more sense to tie it to the stolen airplane shot down behind enemy lines "oh yes, ahem, he was on a covert mission" event.
- Hold exactly the same cities as shown in the pictures
- chose Naples as next target as it is in the pctures
- pulled unit out of Bari as shown in one of the pictures
Then finally i got it.
I can't say which difference is the needed one or if it's even more or all of them but that worked.
