Step 1: Downgrading to Version 1.0 (U.S)
Before applying any patches or mods, it is highly recommended to downgrade your Steam version of GTA San Andreas to 1.0 (US). Later versions of GTA San Andreas have modding restrictions, missing radio tracks, and are incompatible with most community tools like SilentPatch, ModLoader, CLEO, and more.

There are several ways to downgrade GTA San Andreas to version 1.0.
Below are two reliable methods you can choose from:
Method 1
1. TJGM Downgrader (Recommended)
Downgrade pack originally compiled by TJGM
https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=3036381821&searchtext=downgrade
This is one of the simplest and most effective methods to downgrade your game. It consists of a folder containing all the necessary files from the 1.0 US version of GTA San Andreas.
  1. Click on the video link below, made by TJGM — there you'll find the MediaFire link to download the required files.
    https://www.youtube.com/watch?v=83z83I153oc
  2. Extract the ZIP you downloaded.
  3. Copy and overwrite all the files from the extracted folder into your GTA San Andreas installation directory.
  4. ✅Done! Your game is now running on version 1.0 (US) and fully compatible with mods and community tools.
Method 2
2. Tomasak Downgrader (Alternative method)
Another easy method for downgrading your GTA San Andreas.

  1. Search for "GTA Downgraders" — the website is: downgraders.rockstarvision dot com
  2. Download the San Andreas Downgrader — RGSC/Steam to v1.
  3. Extract the zip
  4. Copy all the extracted files into your GTA San Andreas installation folder
  5. Run Install.bat and wait for the command prompt window to close automatically.
  6. ✅Done! Your game is now downgraded to version 1.0 (US) and ready for modding.
Step 2: Required Fixes
After downgrading, a few essential files are needed to ensure full compatibility with modern mods and fixes.

1. Ultimate ASI Loader
This is a crucial file that allows your game to load .asi plugins such as SilentPatch, Widescreen Fix, ModLoader, and others. Without it, most of these mods simply won’t work.
  1. Search for “Ultimate ASI Loader GitHub” to download from the official source.
  2. Go to the latest release and download the Ultimate-ASI-Loader.zip
  3. Extract the zip
  4. Rename the dinput8.dll file to vorbisFile.dll and copy it to your GTA San Andreas installation folder, overwriting any existing files.
  5. ✅Done! Your game can now load .asi plugins correctly.

2. SilentPatch SA
SilentPatch SA is a community-made fix that addresses many of the issues still present in version 1.0 of GTA San Andreas. It also enables widescreen resolutions.
  1. Search for "SilentPatchSA" — there are many websites where you can download it, such as MixMods, GTA Forums, etc. I recommend using GitHub.
  2. Download and Extract the SilentPatchSA.zip .
  3. Copy all files from the archive into your GTA San Andreas installation folder.
  4. ✅Done! SilentPatch will now be loaded by the Ultimate ASI Loader automatically when the game starts.

3. Framerate Vigilante
Framerate Vigilante is a plugin that fixes most of the bugs caused by playing GTA San Andreas at high FPS. While SilentPatch already helps, this mod goes even further and ensures the game works properly at 60 FPS.
  1. Search for "Framerate Vigilante" and download it from MixMods or another trusted source.
  2. Extract the contents of the ZIP file.
  3. Copy all files into your GTA San Andreas installation folder.
  4. ✅Done!
Step 3: Ready to Play
That's it — with the downgrade and the essential fixes installed, you can now enjoy GTA San Andreas at 60 FPS without the annoying bugs and glitches that usually come with higher framerates.

Your game folder should look something like this

Once you've completed all the steps and installed the necessary mods, your GTA San Andreas installation folder should contain the following files:
  • dinput8.dll (renamed to vorbisFile.dll)
  • SilentPatchSA.asi
  • SilentPatchSA.ini
  • FramerateVigilante.SA.ini
  • FramerateVigilante.asi
Make sure all the necessary files are properly placed in the root directory of your GTA San Andreas folder for everything to work correctly.
Save Game Issues After Downgrade
After downgrading to version 1.0, you may encounter issues when trying to load save files from a newer version of the game. This is because save files are not compatible between different game versions, and attempting to load a save from a later version can cause crashes or other unexpected behavior.

However, there is a solution: you can convert your save files to version 1.0 using the GTASnPwebsite. This tool allows you to convert saves from newer versions to be compatible with v1.0, so you can continue playing without the risk of crashes.
  1. Visit the GTASnP website
  2. Upload the save file
  3. Expand the Save Edits section.
  4. Under the "Script/SCM" section, change the version to v1
  5. Choose a slot to download the converted save file.
  6. Place it back into the original save folder, replacing the old file.
  7. ✅You've successfully converted and restored your save file.
FAQ
Why two EXE files
This is on purpose for compatibility reasons - they are both the exact same. The Steam release of San Andreas changed the EXE name - so Steam looks for gta-sa.exe when it attempts to launch San Andreas. Mods on the other hand look for gta_sa.exe as this was the original retail EXE name.

Mouse not working?
Install SilentPatch SA. It fixes mouse input issues that occur in the 1.0 version of the game.
