Ambitious Conquest War

Adds a new Casus Belli type to the game that allows characters with the ambitious trait to declare county conquest wars against their neighbours. I added this to the game because I felt like rulers, especially smaller rulers were not declaring war often enough.

AI will also use this so be careful of your ambitious neighbours. The AI value is reasonably high so expect smaller rulers to declare war more often on a similar scale to how tribal rulers do.

Not available to characters ranked King or above, only Dukes or Counts can use it. I feel like it makes little sense for large rulers to declare a small unprovoked war like this given their relative prestige. I will continue to test and listen to feedback with it enabled for Kings and above if enough people request it.

Doesn't touch vanilla files so should be compatible with most mods.
