Sorry for calling you a moron :(
BUT UNDERSTAND THAT THIS MAY OR MAY NOT WORK
AND
IT WILL PROBABLY OVERWRITE ANY OLD SAVE THAT YOU HAVE ON SIMS 1
(which should mean nothing if you cant even launch the damn game in the first place...)
But for some godly reason you have a save and cant even play the game anymore,
Use this as a last resort...
Or this might not even work for you and I will look stupid, this is how I was able to fix it at least

Right click on Sims 1
Hover over manage
Then click "Browse Local Files"

Once you have opened the local files, you should see a bunch of files.
Look for a wall of folders that say "UserData"
Then Copy any folder that has "UserData" on it.

Now we gotta find where stuff is actually being saved at because EA Stupid
These steps are gonna feel really repetitive so just bare with me on this
1.Click "C:" drive
2.Click "Users"
3.Click the folder with your name or whatever you named your computer
4.Find and click a folder that says "Saved Games"
5.Click "Electronic Arts"
6. Then FINALLY Click "The Sims 25"

PASTE It in that folder

Edit: I think the 2 files in the gif get created when you start the game up for the first time. I forgot how they got there tbh.

This is where we pray to whatever god (or yourself if you smell like Atheism) and hope that this works. Hopefully it does work.

Now if you've done everything in this guide, Hopefully The game actually works now, first thing you'll notice if it did work is that the neighborhood is normal again :D
But if it didn't work
I'm sorry to hear about that, but also it might be your computer specs and a computer part made a file mad, and EA will have to fix that, hopefully thats not the case though. It sucks that I even have to make a guide like this because EA didn't even bother to play test this game or something...
P.S: it looks like this guide has actually helped a lot of people so im very happy about that.
