First, we download Just Cause "Widescreen Fix" and install this. Start game, close game go to game directory find settings.txt and write
pc_video_screen_resolution 640x480, 800x600, 1366x768, 1920x1080, 1600x1200
and
pc_video_screen_resolution: 1920x1080
save file and check the “read-only” for this file.
2) install re shade. ( for this game)
3) install dgVoodooCpl ( upload all the files from the folder to the game directory and then copy file from common\Just Cause\MS\x86 to game directions folder.
Open dgVoodooCpl.exe and install options and resolution that you need.
4)perfect! best graphics ever!

In order to install mods on the appearance of the character, you need to replace his textures in the folder D:\Steam\steamapps\common\Just Cause\PC\Sfx\Character
but problem its . sab file ( autocad file) and no more 3d avatar in autocad

I honestly can't tell the difference. I did it without ReShade as I did not want to install that. But for those interested the links are below.

To download dgVoodooCpl: https://dege.fw.hu/dgVoodoo2/dgVoodoo2/ get the latest stable version. Some anti-virus may block it such as Windows Security. It is false positive.

The dgVoodooCpl you want is straight after extracting from the zip file. Ignore the Cpl folder.
