What is it?
This mod allows you to adjust the range of starting points available when setting up a new game to a maximum of 150,000 points on the default maps EarthRRUltra (default)
and IronCurtain (the Soviet Union map). Capping the limit at 150,000 makes the slider easier to manage.

I was using an edited iron curtain map but as soon as I saw this message, I switched around with the mod enabled the default maps and still, the max is only goes up to 6785. I do play with mods a lot but I think this is the only one that alters points at startup thst i have.
