Honestly the only reason I made this is because I was tired of sifting through several different wikis and websites trying to find this info. At the time they all had very incomplete information.

I believe so. I don't recall running out of space to build projects on any colony, so you should be able to do them all aside from the ones that get locked out as you complete certain others.
