agent only assist army(omens of destruction)

remove agent action except assist army
so no more assassination, tech stealing, hinder army, and etc
but some special agent like ritual gained agent keep their unique action
also making cult or pirate cove is still possible

this completly help AI keep its agent in army
and also, player too
dont use other agent imbedding mod, because that will make agent just stand right there.. too passive
