This guide is based on math, my calculations and a bit of my in-game experience. I have two manuals about alliance and rebels - here it's all at once (I combined them into one for convenience). It will end up being something along the lines of a “usefulness factor” for each unit currently available.

General info



These are all figures taken from the game itself at the time of writing (editing) the guide.

A bit clarification:
Cost: 20/10 means 20 property and 10 metal (or energy).
Damage: some have two damage, as they can deal increased damage (e.g. shotguns up close).
ATK/SEC: how many per second the unit attacks with its “bullets” or whatever. 11.3 (b3-0.3) means it fires bullets at 11.3/sec, but after every 3 bullets it waits 0.3 seconds before firing again.
Attack rad. ≠ Visibility radius: Some units (such as snipers, for example) see much less than they can attack.
Tir: tir 1 units do not need additional buildings. Tir 2 units need armory. Tir 3 is higher.
I used to count damage per second separately, but experiments have shown that they are equal to the “clearly” values (ATK/SEC) in the game

Usefulness factor



Now you've seen the "Usefulness factor" for both. To briefly explain: I gave 1 point for good, -1 for bad, and 0 for neutral.

Formulas
This shows the formulas that I will refer to in the explanation section.

Average Shot Frequency formula:
Time to 3 bullets: Number of bullets fired / ATKsec
Full cycle: Time per 3 bullets / waiting time
Average: Number of bullets fired / Full cycle

Formula for Range Calculation:
Take the min and max value.
Subtract the min. value from the max. value.
Divide by the number of outcomes (3 outcomes in total: -1 point, 0 point, +1 point).

divide the total cost by the construction time

Details
ATK/SEC
First, we need to determine what to do about those who shoot in bursts. I will do it by Average Shot Frequency formula.
  • 11.1 (b3-0.3) = 5.26
  • 12.5 (b3-0.3) = 5.55
  • 5.3 (b12-1.2) = 6.81

Determined the range of values using the Range Calculations formula:
For rebels:
  • -1 point: 0.4–4.7
  • 0 points: 4.8–9.0
  • +1 point: 9.1–13.3
For combine:
  • -1 point: 0.1 - 3,4
  • 0 points: 3.5 - 6.8
  • +1 point: 6.9 - 10 (and 0.0)
A value of 0.0 was not taken, because it means that the unit attacks constantly. So it's +1 point.
Scanners do not attack. They get -1 point.


Speed
Determined the range of values using the Range Calculations formula:
For rebels:
  • -1 point: 156–215.3
  • 0 points: 215.4–274.6
  • +1 point: 274.7–334
For combine:
  • -1 point: 96 - 464
  • 0 points: 465 - 833
  • +1 point: 844 - 1200

Attack rad.
Determined the range of values using the Range Calculations formula:
For rebels:
  • -1 point: 90–486.6
  • 0 points: 486.7–883.3
  • +1 point: 883.4–1280
For combine:
  • -1 point: 55 - 634
  • 0 points: 635 - 1214
  • +1 point: 1214 - 1792
0 wasn't taken and counts as -1 point.

Area attack
I asked myself: does unit have an area attack? If so, what kind?
  • -1 point: those who have none.
  • 0 points: if he has 1 ability.
  • +1 point: if there are more than 2 abilities or it is his primary attack.
Why is Vortigaunt +1 point? Because unlike the grenade it does not damage its own and the damage is higher.
Why is Rebel with TAU cannon +1 point? Ask his ability, which deals damage and stuns.
Why is Dog +1 point? Radius, doesn't deal damage to its own, stuns.
P.S.These are units I just couldn't rank with grenades.


Survival %
It's a little subjective, if think about it that way. Here I was evaluating how much percent unit survives at all. I ask myself: how long does a unit live? How easy is it for it to die? Is the unit expendable?
  • -1 point: lives are not pitied.
  • 0 points: lives are not pitiful, but whose losses are not necessary.
  • +1 point: lives are pitiful.
Medics die easily on the battlefield if left uncontrolled. I haven't often seen them seriously played with except for defense or unit recovery after combat.
Does anyone think Winchesters aren't disposable?
If your Flamers and Sabateurs last a long time - you're crazy doing something wrong.


Abilities
I asked myself: how good are the abilities? Are they universal?
-1 point: if they don't exist or are useless.
0 points: if they exist but aren't really needed.
+1 point: otherwise.
The Scout has invisibility, but maybe I'm a bad player, but who uses it? So 0 points. I'd give it a -1, though.

Produc. effic.
Calculated using the Production Efficiency formula and arranges ranges using the Range Calculations formula:
For rebels:
  • +1 point: 3.5-10.0
  • 0 points: 1-3.5
  • -1 point: 0-1
For combine:
  • -1 point: 0.64 - 2.93
  • 0 points: 2.94 - 5.22
  • +1 point: 5.23 - 7.5

Situational effic.
I asked myself: what is this unit for? Can it be versatile? Is he only in defense/recon/attack or combines something?
  • -1 point: something one thing.
  • 0 points: combines something.
  • +1 point: universal.
Ending
What's the bottom line?
Personally, I see confirmation of what I thought before: all AR2 and SPAS units used are standard, and all others are integral to superiority. Right off the bat, the list shows how narrowly focused units aren't particularly effect.
The results for combines were surprising. The maximum coefficient was +1, which even looks ridiculous. As if you can't even argue with it. Except I wouldn't put Elite next to Strider. Oh, and a +1 would have earned Krab-synth
