Keep Items in Hotbar

I just don't want to reattach the same item every time.
So I made this mod to try keeping items staying at the same slot in hotbar.

For example:
Keep flashlight staying on belt when replacing batteries.
Keep bottle in hotbar when filling with water. For mods like Better Belts.
Refill pills in hotbar. For mods like Noir's Attachments.
Replace broken weapon in hotbar, but you still need to equip it manually.
And so on.

Use Mod Config Menu to change options.
