from bottom to top, I did Basic/aced/aced/aced. I see that your new to the game. (welcome!) So, I'm assuming that you have 0 infamy.
Once you hit level 100, You'll have the option to go 'infamous'. This will add 1 level to your 'infamy'. After doing this once, you'll use less skill points to get tier 4.
for now though I suppose you could unselect 'duck and cover aced' and use those points to get hostage taker. FYI hostage taker is just a preference and isn't really needed so you could just spend those points somewhere else too.
(look at builds like the anarchist Berserker sniper, many builds use the same skill points.)
So now I use the amaroq sniper as the 'special killer' while using the secondary sniper for commons with ammobags.
The fox sniper build is still fine if you can land good graze shots and pick up the ammo.
My method of using it is to fight near cover indoor, with the pECM until I get hit. once I get hit I take cover for unseen strike. after that, it melts everything.
but yeah, compared to other builds, it's less meta.
