1 - Nvidia App doesn't let you configure the performance setting when dual GPU, somehow the 1060 had a low value, changed it in MSI Afterburner to 100% (checked this because one time Nvidia app bugged my 3080 in that way)
2 - For some reason my LS have 3 GPUs listed, two 1060 and one 3080, one of the 1060 options works, the other option doesn't
3 - The FPS for some games, were, indeed too high, 1060 can only handle around 70x2 FPS using 75% flow with performance mode enabled for a resolution of 1440p (Ultra wide)
I'm in windows 10 with an rtx 3080 (PCI 4 x16) and a gtx 1060 (PCI 3 x4, monitor plugged here). Without LS everything seems to works Ok, the 3080 renders and the 1060 display.
But when I activate LS, the performance drops hard. I checked the GPU usage:
without LS: 1060 - 80%, 3080 - 90%
with LS: 1060 100%, 3080 drops to 20%
I tested it with a few games, happened in all of them. I also tried to reinstall the drivers several times (wipping them with DDU), did all the regedit tricks... nothing worked.
