Sizes are 3X3 and 4X4.

They have an entertainment value and attract some tourists.

Hide the decals with the BOB mod and plop your favorite decals manually,
or
Change the decals with the BOB mod.

• Open Find It and search for "elm plaza" or "tree plaza"
  or
  Go to "Parks & Plazas" -> "Plazas"
  
• Plop them next to a road on a flat surface
  
• Use Move It to make adjustments
