In Parking Garage Rally, Rocket Starts work nearly-identically to how they do in the modern Mario Kart games. All you have to do is wait until the SET of the countdown hits the screen, at which you'll then hold down the accelerate button.

If you've timed this successfully, you'll see some sparks/backfire coming from your exhaust pipes:
