Ammo Upgrade Rebalance

Opis
Rebalances the ammo upgrade item to make them more worth carrying over a medkit or defib, rather than just encouraging survivors to deploy them instantly.

- Ammo upgrades can be deployed an infinite number of times
- Only one deployed upgrade can exist at a time. Deploying another one will destroy any existing ones.

@Geebanger0 @Tarius [True Aftermath Stories] Status update mates: after doing A LOT of mod testing these past few days, on the Parish campaign. I discovered that me 8 survivor bots do pick up ammo upgrade packs, but they never successfully deploy them on the ground. Which means one of me survivor bot/improved AI mods must be conflicting/causing a coding error. Because none of them are glowing red/conflicting with one another.
