Overall Happiness.
Your overall happiness is accumulated by Food, Healthcare, Fun, Faith, Housing, Job, Liberty & Crime safety happiness.
What is Caribbean Happiness?
Caribbean Happiness is standards of other islands, not keeping up with them is the easy way to lose election & people it increases over time. In Colonial era happiness isnt that important, cap is 45 carribean happiness, World wars era is when rebels first appear, it's good to have newspapers and radio station on max budget to prevent rebels, cap is 52. Cold War era is when spies can spark rebellion if you have low relations with either west or eastern powers, so it's good to have checkpoints with workmode random checks, TV station is a good way to get liberty to max but you have to electrify every building in vicinity for that to work cap is 65. Modern Times is when you should focus on high tier buildings, cap is 85.
  • For multiplayer the happiness seems to scale between other
    players, i have to investigate further

    Don't wanna deal with happiness? Well Commando Garrison is your best friend.

    Just keep faction standings ok and you'll be fine.
    Absolute essential in winning elections.
    If you hold left shift and left click intimidate neighbors it will loop endlessly and you will eventually win elections with ease.
    You can just run Intimidate Neighbors, it reduces caribbean happiness by 5% in 18 months and requires 2.000 raid points to execute.
Food Happiness
Food happiness is determined by food variety and coverage of food providing buildings, this can also be entertainment buildings like fast food joint, but bonus is very small from +5 to +10 it's best to build food provider buildings as close to Homes of citizens to provide fast and efficent service. The higher the service quality, The higher the food quality will get overtime
  • If you dont provide food citizens will obvoiusly starve to death
  • Set food producing buildings to supply citizens if you don't have grocery for 45 Food Quality
  • Supply local market workmode on some industry buildings will give bonus to food quality & increase efficency by 10% up to cap of 30 on some.
  • There are 11 food types the more you have of each type the more service quality you will get and around 5 goods that can be sold aswell Here are all 11 foods (Banana,Pineapple,Coconut,Juice,Fish,Cheese,Corn,Canned Goods,Shellfish,Meat & Milk)

    This is your first food providing building.
    • Service Quality with all goods and foods 82 Max Budget 93
    • Building is required to serve the poor citizens, 16 visitors max
    • Can provide good food happiness across eras
    • If you get as many foods and goods into store it will have great effect, even can almost beat supermarket in terms of food service
    The Ultimate Food & Goods provider
  • Service Quality with all goods and foods 87 Max Budget 100
  • Building is required to serve the well-off & above citizens, 40 visitors max
  • Can provide max food happiness in modern era
  • If you get as many foods and goods into store it will have maximum effect
    Workmode decreases job quality increases visiting time by 50% & Work
    shifts slightly longer, also has upgrades for job quality & goods
Healthcare Happiness
Healthcare is determined by 3 constitution options
  • Paid Healthcare: Healthcare is paid broke are at disadvantage efficency increased to 20%
  • Single-payer system: It's free but you get no money from medical buildings, efficency +2%
  • Hybrid system: It's paid healthcare citizens that are broke or poor do not pay fee but only recieve 75% healthcare happiness

    It's up to you what to choose but single-payer system might be ideal for everyone

  • If Healthcare is low people will obviously die
    Colonial Era healthcare provider
    • help first - preach later workmode gives 25 healthcare to visitors at less than 25 health
    • Your only healthcare provider at Colonial Era
    • 8 visitors max, tho if your planning on staying in colonial era for long, build more chapels
    • Depending on constitution it's the only building that will serve broke

    Great Healthcare building
  • Service Quality 60 Max Budget 80 +Upgrade 91
  • Unlocks in World Wars Era
  • Visitors 12 Max 16 with upgrade
  • Will serve you well across 3 eras wealth required is poor aswell as can serve anyone above & broke with constitution

    Best Healthcare building
    • Service Quality 80 Max Budget 100
    • Keep in mind that 1 worker equals +2 service quality
    • Visitors 24, 32 max with upgrade
    • Visitors must be well-off or better, however with constitution you can allow broke to be serviced aswell
Fun Happiness
Fun happiness is determined by service quality of entertainment buildings & increases tourist rating aswell
  • Make sure to provide entertainment to all wealth levels
  • Increase budgets, buy upgrades & change workmodes for maximum happiness
  • Beauty can increase efficency on some buidings by 25% max
  • The more efficency the faster needs will be replenished by citizens
  • Buildings like polution & shacks decrease beauty
    I will be refering to these words as shortcuts because there are 26 entertainment buildings

Religion determines rate at which your country's citizens give birth & imigration rate

  • Help First - Preach Later: The service quality is decreased by 10, If visitors have their healthcare happiness lower than 25 they will receive also receive healthcare service with a quality of 25

Faith building
  • Service Quality 60 Max Budget 75
  • Unlocked in World Wars era
  • Pompous Bells - $1,250: Decreases the visiting time, Max visitors 18
  • Shared Seats: Every worker provides two additional visitor slots.
    Service quality is reduced by 15

    Ultimate Faith Building
    • Service Quality 80 Max Budget 100 Max Visitors 32
    • Unlocked in Cold War era
    • Confessional à la Presidente: (requires research) The Cathedral has a 5% chance to discover hidden roles of visitors, The service quality is decreased by 15
    • Biblia e Bibelots: (requires research) The Cathedral becomes a tourist attraction providing the same amount of fun to tourists as it provides faith to citizens. Preferred by cultural tourists. The service quality is decreased by 10. The base fee is set to $4.
      Upgrade
      Dunning Confessional: ($5000) The Cathedral starts emitting 15 crime safety, so the overall crime safety becomes +10
Housing Happiness.
How it works
Housing happiness is determined by housing quality lowest housing is shacks while the best is high tier residental buildings, to keep housing quality high you need to accomodate all wealths and give them highest possible housing you can get from broke to filfthy rich, it's not dangerous to have a few homeless but more than 22 can be concerning, also be sure to build residental buildings near or next to more beauty and next to work you want people to work, consult homeless tab on almanac and click on each homeless to see place of work then place a accomodating house next to work, or you can just build bus stops, metro stations or garage for the rich

Keep in mind i'll be showing stats Housing Quality means normal budget quality Max Budget means Quality at Maxed Budget Efficency +Electricity means everything else with electricity & +Workmode means everything above with Workmode enabled

This will serve you well in colonial era,
  • Good for if you want to have everyone be well-off early game.
  • Can be upgraded to House in World Wars era.
  • Housing Quality 48 Max Budget 60 +Electricity 72 +Workmode 90
  • Secondary workmode increases budget to 50% but increases housing quality by 12 and residents rest abit longer, 2 Households

    Good for providing minimum housing early game.
    • Housing quality 32, Max Budget 40 +Electricity 48 +Workmode 36
    • 6 Households +2 with Workmode
    • Broke citizens can afford to live with the Workmode, but con is Rent is 0$
    • It is advised to get rid of this when you get to later eras as quality is terrible.

    Housing for Elites
  • Housing Quality 68 Max Budget around 80 + Electricity over 100
  • 2 Households, Workmode allows to choose between Rich & Filfthy Rich
  • One of very few buildings that are available with high quality in Colonial Era
  • Building that can stand the test of time however not so effective at early eras, especially Colonial, Increasing beauty around it will increase quality

    The Standard House that works well and is ace of all trades but master of none, very usefull
    • Housing Quality 64 Max Budget 80 + Electricity 96
    • 3 Households
    • Workmode increases beauty by 5 at expense of +10% upkeep
    • Building that can serve you across all eras upgradable all the way to modern times, unlocked in World Wars

    House but for poor people
  • Housing Quality 38 MaxBudget 48 +Electricity 57
  • Unlocked in World Wars
  • Very cheap and effective option to replace bunkhouses with, tho only downside is no broke allowed,9 households
  • Can be easily replaced with Tenement, once you reach Cold War era that is... it kind of becomes abit more useless, unless you're tight on space

    Appartment for well-off citizens
    • Housing Quality 52 Max Budget 65 +Electricity 78
    • 10 Households
    • Unlocked in World Wars
    • Cheaper alternative for more housing than house but sacrifices housing quality and space to hold more families in


    Residental area for the poor and broke
  • Housing Quality 36 Max Budget 44 +Electricity 53
  • 20 Households
  • Building deteriorates over time so you need to renovate it every now & then
  • It has 2 extra work modes, let it rot increases decay rate by 2, -50% upkeep but broke people can afford to live & auto recovery auto renovates

    An apartment for poor people
    • Housing Quality 40 Max Budget 50 +Electricity 60
    • 16 Households
    • Unlocked in Cold War
    • Decreases crime safety in area, Armed caretaker workmode increases upkeep by 12% increases quality by 10 & decreases crime safety penalty by 8


  • Housing Quality 79 Max Budget around 100 +Electricity around 110
  • 2 Households
  • Can be modernized to Modern Mansion
  • Camera upgrade can spot can detect roles of spies walking by also beauty affects housing quality

    Great building you can give to well-off citizens
    • Housing Quality 80 Max Budget 100
    • 16 Households
    • Unlocked in Modern Times
    • Solar panel upgrade reduces power consumption of building very effective for saving space on island


    Best Mansion with good quality
  • Housing Quality 90 Max Budget 115ish
  • 3 Households
  • Affected by beauty
  • Has workmodes for filfthy rich
Job Happiness
Job Happiness is determined by job quality & job depletes all other stats & higher job quality means citizens will stay longer at job aswell
  • Some jobs are capped at high happiness but thats fine
  • Constitution can be changed to early retirement for +5 bonus to job quality globaly
  • Mandatory Siesta edict increases job quality of each workplace by 15/17/20%. Decreases the efficiency of all workplaces by 12/10/8%, Decreases pollution of all Workplaces by 10%
    (Depends on level of edict)
  • Increase budgets and buy upgrades that increase job quality to get more job quality up
  • Highest job quality is Space Program 95 at max budget while lowest can be Tavern 45 at max budget
  • Keep as much people employed to increase happiness even further
Thats all advice i can give just provide high grade buildings for better job quality
Liberty Happiness
Liberty is coverage based mechanic
  • Having low liberty will cause rebel attacks
  • Having high liberty and really low other happiness stats can still cause rebel attacks
  • You need to cover the entire island with liberty
  • Consult with almanac in happiness tab to see which buildings negate liberty
  • You can also use edict right to arms to increase liberty but penalty is decreased crime safety

    • Uncensored Portfolio: The building emits liberty, knowledge generation reduced by 50%

    • 4 workers max
    • Provides liberty to sorrounding residental buildings

    Radio Station
    • Service Quality 20 Max Budget 25
    • Unlocks in World Wars era
    • 2 Workers max
    • Provides liberty to people working in buildings, Music all day:Increases service quality to all fun buildings by 5, does not stack

    TV station for late game
    • Service Quality 15 Max Budget 18
    • Unlocks in Cold War era
    • The building provides liberty to only residental buildings with electricity
    • Has large AOE so very easy to cover liberty
Crime Safety Happiness
Crime safety is determined by coverage so cover your island with police stations and enough prisons to house inmates.
  • Crime causes you to lose money slowly
  • Chapel & Church provide +20 crime safety with Theocracy constitution
  • While Cathedral provides +35 crime safety +15 with only upgrade (no Theocracy)
  • Security checkpoint provides +5 crime safety -
  • Nightclub has -35 crime penalty
  • Metro Station has -25 crime penalty -15 with upgrade
  • Tenement has -10 crime penalty -2 with workmode
  • Parking deck has -15 crime penalty -5 with upgrade
  • Tavern has -5 crime penalty
  • Overwatch tower provides +7 crime safety


This is how city covered will police stations will get you crime safety to high 80s or even 90s

How to check if you need more buildings of same type
If you go to Overlay>Any of the service overlays if you see this, that type of building is overflown you need to build another same building in that area to increase happiness, repeat until there's no longer that icon or change workmode or upgrade if available to increase size of visitors tho it's better to build another sometimes cause different workmode might have reduced service quality
  • Just cover/provide as much buildings as needed over the island
    and happiness should go up
