Step 1

Get the chip and a chair advantage chip
Technically, the Chip off the old block works too, but it relies on the RNG of getting chip and a chair when you start the encounter.

Step 2

Find the Janitor
Usually shows up near the end of the tavern, right before the manager. Hard to miss.

Step 3

Get beat up. You need to be less than 30 HP

The janitor has the time card, which can be exploited to add chips to the janitor's pool, given there is a 9 or 5 card in play on his side.
The chip and a chair will refund your exploits when less than 30 HP. When it's set up, you can exploit to your hearts content. (Say...10k)
When you have sufficient chips, you can move on to...

Step 4

Beat the Janitor
The hardest step of the guide, considering you are still at the tavern and your options to build your deck are pretty limited. If you can find a work around his key card, it gets much easier to beat. This is the tavern though. Barring any bad breaks, it should be trivial

I will add I've only done this to get the achievement, It leaves you in a bad way for the rest of the run. Not impossible though!

i found this out by my self, chip on a chair is very good for becoming rich

I got myself a chipotle chip which lets me deal 3 damage to myself for 1 advantage, an inverted star tarot card that heals me for 3 points whenever I take damage, and a time card that I can dump all of my free advantage into for free chips. It's an awful lot of clicking, but once the combo is on the table I have all the time in the world to stack my chips up.

Alternative routes also include burning Pit Boss's Emperor (*with Gerald) then busting until he gets to required amount and winning the fight
*Other burn cards will force you to burn his Cardecus

Also the method I happen to stumble into, getting Diamond of Sixes on Giant Rat's Deck and cycling Cue Cards (which is much worse as it requires 2 clicks for 6 chips, moving the mouse between clicks and also hurt my hand)

I found a method that requires more setup but a lot less clicks. Go the despair route, and before reaching the Archfiend of Greed get a key card, at least one copy of break limits, and preferably something besides key card to remove his shield tarot without burning the chips tarot (ie Geralt or maybe a library card). Now lock one of his cards, wait until he has the chips tarot in play, and start doubling the value of the locked card over and over. You'll quickly force him to miss every turn, and can eventually get the card's value up to 999--so you'll only have to wait 10 turns at most before you kill him.
