Making/porting models to Gmod and SFM isn't a hobby for anyone, sadly. You need patience, passion and an incredible attention for the smallest details because those make quite the difference.

Yeah, you have to use programs and stuff like Blender (with addons), GIMP, VTFEdit and Crowbar. All my work is made with these tools.

Yeah, the ones wearing uniforms (and caps too!). Wolffe used to wear one on the Malevolence arc, I'll take a note if run out of ideas for models. Btw, have you considered making custom skins for your clone characters?

here is a thought, you know the naval clone troopers that work on the ships? is it possible to make those versions too?
