You will need to go to the Bloated Float it is in the Imperial City docks and when you go inside of it you will need to speak to Ormil and you need to ask him for a room and it will cost 10 gold then you need to go to the bed it is on the bottom floor of the ship and you will need to rest in the bed and then the boat will become attacked by bandits.

After sleeping in the bed bandits are now attacking the ship and one will come to the room and you will need to fight him and you will need a key he has to open a door to someone in a room and he will follow you you will need him to get to the steering wheel of the ship and when you go upstairs there will be a bandit who you as well need to fight who will have a key to a balcony of the ship where is a another bandit who will have a key go back to the room where you entered the ship and the room you were last in to unlock a door which will be the room to the Blackwater Blade.

In the room there is a bandit who has the Blackwater Blade you will need to fight this bandit and collect the Blackwater Blade and now you have the sword and now need to talk to Ormil who is you asked him for the room and bed who is in this room and he will says that you need to go back to the bed and go to sleep then the boat has returned to its normal place in the Imperial City docks and can go back to the Imperial City docks with the new sword and the sword is its like a pirate sword and it has a glowing red effect on it and it also is magically enchanted.
