Less Spell Spam

A lot of characters, particularly legendary ones, have a skill that reduces a powerful spells costs by a silly amount, meaning you can basically spam it all day and not care. Teclis with 1 winds regrowth for example.

This mod makes sure that even at full buffs youll never have a spell you can spam for low winds, those characters will still get the spell cheaper but not to such a ridiculous degree.

Changes many other cost saving skills by a smaller amount.
