The Method
Some orders take minutes if not seconds to finish, but give almost zero XP and CR. In order to maximize the XP gains, you need to look for the easiest (fastest) orders and accept them. The fastest orders to finish are:

"Other"
"Exhaust problems / Car is loud / Loud when accelerating"
"Replace or Fix Body Parts"
"Brakes"

Other - You have to replace the fluids. (Once you unlock "Dyno" in your garage, this order becomes either refill fluids OR "Increase tuning by x %". I recommend replacing exhaust system, it gives nice bonus as well as there are few or no bolts at all to unscrew.

Exhaust - You have to fix the exhaust system, which usually means removing 1-3 exhaust-related parts, replacing them with new ones. Very fast job.

Body Parts - Replacing old body parts from the car. Random number of parts to replace, may be just a couple or almost the entire car. You should always notice the % number in the order.

Brakes - This is optional. You either gonna have to replace a few parts or it's going to be a bigger job. You should always look at the % number next to the order. It tells you the lowest quality parts you can use whilst repairing the vehicle. I noticed, that the lower the number, the more difficult is the assignment.

You should also take notice of the orders that give bonus XP. They may be difficult and lengthy, but will give you a lot of experience once the order is finished.

Example of a 15 second job.
The beginning
At the beginning, you should save up the money to buy tools. They help you examine car parts, and will give you XP for it, (1 XP per part examined, via tools or manually).

You should buy:
"On-Board Diagnostics"
"Electronic Multimeter"
"Fuel Pressure Meter"
"Compression Tester"

Having purchased that, begin finishing the Story Orders and once every 3 minutes, check back on the orders (phone icon), to see if any "easy" orders have appeared. Once you get one, on the top of fixing the car (finishing the order), you want to use all of your tools on the car to examine its parts. If you want to gain even more XP per car, you can also manually examine the parts, starting from the engine bay. This should get you from 120 XP up to 180 per car, depending on the motor size, the bigger the engine the more parts to examine there are. I was getting the most XP on V8's. Mind you, older cars have no OBD port, so there will be less parts to examine.

Optionally you could invest in "Eagle Eye" skill, and make examining parts faster.
More Methods
Another way to gain some XP (50+ per car examined) is to examine all the cars on the Car Auctions.
Once you unlock Car Auction, select any car there is and examine it whole, manually. You don't have to win the bidding. It's more of a tedious job, but it's more XP an hour, since you don't have to wait for the "easy" orders to show up. Skill "Eagle Eye" is very useful in this method.

I strongly suggest unlocking the Mystery Box skill (6 pts.), and finishing "easy orders". You may get lucky and get another chest as well as 300+ XP per chest. Saves you a lot of time.
TL;DR
1) Buy the tools.
2) Look for the easiest orders to finish (Other, Exhaust, Brakes), all while working on your Story-line order.
3) Use Tools + Examine the car manually.
4) Finish up the order, get XP.
5) Optionally, once you unlock Car Auctions, start inspecting cars there instead. No tools required.
6) Repeat.
