Not all of the ingredients have a 5* recipe for it. There is only a handful of 5* recipes in the game, a few more 4*, then the bulk of the game is 3* and less. I believe this list contains every recipe in the game from 5* to 2* drinks.

Don't worry if You have to make less than 5* drinks to finish the contracts, it doesn't affect the game in a negative way at all. As long as You make a drink that meets the requirements You can complete the contract. Better quality drinks will make more money on delivery, it's something to consider later on in the game

When stocking up your bar the end goal is to use 4* and 5* drinks. They're a great source of money and they will keel the customers happy.
