Restore High Elf trade vision

Описание
High Elf espionage was removed in Shadows of Change. This mod restores it so you will get vision from your trading partners.

At the moment there are no text updates to mention this, but you will see it in actual gameplay. It applies to High Elves as a whole and should affect any modded High Elves as well.

On saves with existing treaties the new visibility on those treaties only kicks in on your next turn.

Thank you for the mod. This reminds me of when they made the dark elf slave system worse then gave the chaos dwarfs a better one, why raise standards when you can just lower the bar.
