2nd if the drops are too op, consider making them shearable, so that it needs manual intervention or automatisation to get any material from them.
I think you went a bit hard on the moss dropping rate, a population of 50 can easily sustain an entire fortress of 200 dwarfs. I've 1385 barrels of mossbrew tonic and 955 units or tortoise moss left. My brewers work non-stop on a repeating job. It only stops when I run out of barrels.
Maybe lower the rate a bit or make it that multiple units of moss are required to brew a tonic? Or add a processing step in between that soaks up a bit of the excess moss, like tortoise moss -> tortoise moss extract -> mossbrew tonic.
Number of eggs is also a bit much, I think it were eight per clutch? My tortoise population exploded quite fast (not cat fast, but still). Reducing it to 1-3 would probably help to slow down the overabundance of moss, too.
If they removed standard reaction from the entity, then you would want to readd it back or make a custom one.
