Remove SFO Scaling Penalties - Lord Recruit Cost/Factionwide Upkeep

SFO introduced a change where each settlement you own increased upkeep by 0.5 or 1% factionwide, and another where each hero/lord rank you get increases lord/hero recruitment costs factionwide by 5%. This mod removes both of these.



Update: For those who know the initial implementation of scaling upkeep for army based on lord level, SFO has sneakily removed this system and replaced it with one that scales upkeep factionwide based on number of settlements. This system is much better, but ive removed it in this mod for those who want to play without the new system.
