There's also some other advice in that discussion topic you can try.
It can be fixed by deleting the appinfo.vdf file, which the Steam client will then recreate with a fresh new version. I explained it in my previous comment.
To get the Steam client to see that you're playing TRON 2.0, first Exit Steam. When you run Steam again: Right-click the Steam icon in your Start Menu > More > Run as administrator.
I'm still working on an update to the Killer App Mod. I know I'm late with this, but I hope to have it done in about a week or so. It's taking as long as it is because I'm not just fixing the appinfo.vdf issue. There will be other changes, as well.
When the Steam client hangs at launch, and shows the spinning circle around the Steam logo, the temporary solution for this is to exit Steam and delete the appinfo.vdf file in the appcache folder.
Default location: "C:\Program Files (x86)\Steam\appcache\appinfo.vdf"
Obviously, this situation isn't acceptable. I'll have to release an emergency update to the Killer App Mod, in order to fix it. I hope to have it done no later than the end of March.
