AGOT: Monastery fix

Lets your vassal hold a monastery holding without the wrong government type error.

Seeing as they were quite useless right now (maybe on purpose?), I decided that I'd like to get something out of this type of holding until a real update comes about. Since other mods that "fix" this are outdated, and maybe one would just like this feature distinctly, I also uploaded it for others.
